Council of State

The Council of State is the principal advisory body to His Royal Highness The Prince of Kaharagia. It assists the Sovereign in the exercise of constitutional duties and provides counsel on matters of legislation, policy, and the public interest.

Composition

The Council is composed of Councillors of State, distinguished citizens appointed by the Sovereign for their expertise, integrity, and commitment to public service.

Presidency

The Sovereign presides over the Council of State. From among its members, a President is elected who chairs meetings in the name of the Sovereign and maintains order in the proceedings.

Functions

  • Advising the Sovereign on proposed legislation and decrees
  • Reviewing matters of constitutional significance
  • Providing counsel on questions of policy and the public good
  • Deliberating on matters referred to it by the Sovereign

Legislative Role

All laws and decrees of the Principality are reviewed by the Council of State before promulgation, ensuring thorough consideration of their impact on citizens and the state.
